Foreign Office, May 27, 1909. I AM directed by Secretary Sir Edward Grey to acknowledge the receipt of your letter of the 18th instant, in which you report that at the conclusion of the meeting held at Berlin on the 15th instant in connection with the Canton-Hankow Railway loan you formally stated to the German and French delegates that, while the British group, consisting of the British and Chinese Corporation (Limited) and Chinese Central Railways (Limited), were entitled to claim and would receive the exclusive support of their Governments as regards their interest in the two railways from Hankow to Canton and from Hankow to Chengtu, they were not entitled to claim a monopoly of Government support as regards any railways in China which might be constructed in the future.
